Southeast Asian Civil Societies Say Governments Use CTM to Violate Human
Rights
A MAJOR repercussion ofcounter-terrorism
measures (CTM) being implemented by governments isthat civil society organizations worldwide are
experiencing a shrinkingof political space within which to achieve their goals and
implementdevelopment mission. This is the warning aired in the manifesto of theConference on
Counterterrorism Measures and Development in South andSoutheast Asia held in Davao City last May
26-28 (see Our Peaceeditoral, below).

2008—PeaceWeavers convenor Fr. Angel Calvo has urged the European Union
(EU) to support economic and community development projects in
trouble-torn Mindanao, which is grappling for peace for decades now in
the southern Philippines.
Claretian priest Calvo spoke to representatives of European embassies
in a dialogue with them and Philippine government officials in Manila
last May 29-30.

LAST April 14, the regional office of
the Commission on Human Rights (CHR-IX) issued a resolution indicting
unnamed soldiers belonging to the Philippine Navy”s Special Warfare
Group (SWAG) and the Philippine Army’s Light Reaction Company (LRC) for
the killing of seven Tausug civilians and one Army integree in Barangay
Ipil, Maimbung Municipality, Sulu Province last February 4. The
resolution came after the officers and personnel involved in the raid
ignored and failed to respond to subpoenas issued to them by CHR-IX.
The soldiers were indicted by CHR for the crimes of murder, torture,
illegal and arbitrary detention, violation of domicile, robbery,
violation of the rights of pregnant women, libel, and incriminating
innocent persons. The attack possessed the element of treachery, and
by killing a fellow Army integree soldier in cold blood, the raiders
may also have committed treason, a crime punishable by death under most
military laws.

citizens, especially in the South. Counterterrorism measures (CTMs) are
being implemented by states to supposedly safeguard nations and
territories against threats, and actual acts, of terrorism.
